On behalf of the Government of the Republic of Benin, I would like to welcome you to the 2nd International Conference of Ministers of Health on Health Care Security in Africa (CIMSA 2018), scheduled for March 26 to 30, 2018 at Azalai Hotel Cotonou in Benin, on the issue of governance of patient safety and risk management in health facilities in Africa.

This 2nd edition of the CIMSA 2018 Ministerial Conference which is a high-level international meeting, is part of the follow-up to the recommendations of the CIMSF 2012 held from 09 to 14 December 2012 in Cotonou, Benin, is the initiative of the Ministry of Health and the Ministry of Digital Economy and Post of Benin with the technical support of the International Network for Planning and Improvement of Quality and Safety in Africa (RIPAQS), the Association of private clinics in Benin (ACPB), and the French-speaking World Digital University (UNFM).

The theme: "Contribution of digital technologies in the governance of health systems and the development of medical tourism in Africa: what are the challenges in risk management and patient safety? »Wants to put the results of the CIMSF 2012 in Cotonou into practice and mobilize health system decision-makers in Africa on the need to make the issue of safety and risk management in health facilities a priority issue in the development and implementation of national health policies.

Indeed, the successive health crises that our sub-region has experienced over the last two decades (bird flu, Ebola virus disease, Lassa virus epidemic), and their impact on mortality among health personnel and patients admitted in the health services, largely illustrate this situation and explain the urgency of the implementation of appropriate strategies to address the problem of the quality of care and risk management in health care settings in Africa. This situation reflects the weakness of the organization of health care and services and affects all components of health systems in Africa, resulting, inter alia, a prevalence rate of serious adverse events estimated at 30 to 60 % versus 4% to 16% of all hospitalized patients in Europe, in relation with a high mortality and morbidity of the patients, the disaffection of our structures of offer of care by the populations and the frequent evacuations health towards the establishments of health of developed countries considered safer in terms of quality and safety of care.
